The Report has been prepared by the UKJT’s Control Panel, established at the invitation of the Lord Chancellor, following the recommendation of the Law Commission in its 2023 Digital Assets Report, for the establishment of a technical expert group on the control of digital assets. The Panel is chaired by Justice Zacaroli.
The purpose of the Report is to provide guidance on the range of ways in which digital assets are controlled in practice in order to assist in the identification of the legal or equitable owner(s) of digital assets or of an interest in them and to remove impediments to the adoption of new technologies.
